Abstract

This study aims to analyze human resource development (HRD) at the Village Governance Center in Lampung under the Ministry of Home Affairs, which plays a strategic role in strengthening the capacity of village officials. The study is motivated by existing competency gaps among employees, limited access to education and training, and the suboptimal use of technology in village governance. A qualitative approach with a descriptive method was employed, utilizing in-depth interviews and document analysis for data collection. The findings reveal that HRD initiatives through education, training, and skills development have contributed positively to improving employee performance; however, their implementation remains suboptimal due to budget constraints, the lack of structured and sustainable training programs, and the absence of an effective monitoring and evaluation system. Therefore, increasing budget support, developing systematic and needs-based training programs, and implementing continuous evaluation mechanisms are essential to enhance the effectiveness of human resource development.
