Abstract

Findings indicate that while efforts have been made to improve performance across these dimensions, several inhibiting factors persist, including an insufficient number of staff, lack of supervisory oversight, inadequate facilities, and limited recognition for high-performing employees. The study concludes that optimizing human resource potential requires structured improvement strategies, such as aligning staff levels with workload, implementing regular performance evaluations, enhancing infrastructure, and introducing reward systems. These recommendations aim to foster a more performance-oriented organizational culture and improve overall service delivery.
