Double-Blind Peer Review Procedure

Manuscript Submission

The author uploads the manuscript through the journal management system (OJS).

Initial Screening by the Editor

  1. The editor reviews the manuscript’s relevance to the journal’s scope, language quality, methodology, and originality.
  2. A plagiarism check is conducted using Turnitin or a similar tool.
  3. If the similarity index exceeds the maximum tolerance (20%), the manuscript is returned to the author or rejected.
  4. If it passes, the manuscript proceeds to the double-blind review stage.

Preparation for Double-Blind Review

  1. The editor prepares an anonymized version of the manuscript by removing all identifying information.
  2. The author’s identity is hidden from the reviewer, and the reviewer’s identity is hidden from the author.

Reviewer Assignment

  1. The editor selects 1–2 reviewers with specific expertise related to the topic 
  2. Reviewer invitations are sent confidentially through the OJS system or via official email, with the anonymized manuscript attached.

Anonymous Review Process

Reviewers evaluate the manuscript based on the following criteria:

  1. Originality & contribution
  2. Alignment with the journal’s focus and scope
  3. Quality of methodology

Reviewers provide recommendations: accept, minor revisions, major revisions, or reject, accompanied by anonymous comments.

Decision Communication

The editor compiles all anonymous review reports:

  1. If recommended for acceptance → send an “accept” decision to the author.
  2. If revisions are required → the editor sends the anonymous reviewer comments to the author. The author revises and uploads the revised (still anonymized) version.
  3. If recommended for rejection → the editor sends the decision with a summary of reasons anonymously.

Revision and Re-Review

After the author submits the revision, the editor may:

  1. Send it back to the original reviewers for confirmation of improvements, or
  2. Make the decision directly if the quality of the revision is clearly sufficient.

Final Decision & Publication Preparation

Once the editor approves the final version:

  1. The author is asked to complete the original metadata (name, affiliation, etc.) and ensure licensing compliance (e.g., CC-BY-SA 4.0 as used by JCJC).
  2. The manuscript is scheduled for publication (June or December edition).

Publication

Accepted articles are published in English on the journal’s website and indexed according to open access guidelines.
