Local goverments are tasked with prioritizing community needs and implementing public service that are responsive and accessible to all societal segments. However, effective human resource management within governmental organizations often remains neglected, undermining institutional success. The Personnel and Human Resource Develpoment Agency of Pesawaran Regency exemplifies the critical need for enhanced employee development initiatives, particular in education and traning. Observations reveal limites participation in traning programs, stemming from low employee motivation and inadequate discipline, which negatively impacs overall perfomance. The research employs multiple linear regression analys to assess the relationship between education and training, discipline, and experience on employee performance, revealing significant positive correlations for all variables. The findings underscore the importance of systematic human resource development to enhance education and training initiatives is essential for fostering a competent workforce capable of meeting the growing demands for high-quality public service in the face of increaing community expectations.</p> Ade Novita Sari Yogi Febriansyah M. This policy often leads to system manipulation, such as the use of technology to fabricate attendance records, resulting in negative impacts on public trust and the achievement of motor vehicle tax revenue targets. This study proposes a policy transformation towards a performance-based system to enhance accountability, employee productivity, and public service effectiveness. The research employs a Soft System Methodology (SSM) approach, involving in-depth interviews with policymakers and relevant stakeholders. The findings indicate that a performance-based approach is more aligned with achieving organizational goals and improving taxpayer compliance. Using a qualitative descriptive approach, data were collected through interviews and document analysis. The study applies Lovelock’s service quality dimensions, including tangibility, reliability, responsiveness, assurance, and empathy. The findings indicate that while the health center has implemented existing regulations, several challenges hinder optimal service delivery. These include a shortage of medical staff, limited medical equipment, and bureaucratic inefficiencies. However, the availability of doctors and medicine has contributed to overall patient satisfaction. Efforts to improve service quality include facilitating further education for employees and conducting regular training. In the context of bureaucratic reform and regional autonomy, the effectiveness of government personnel plays a crucial role in enhancing public service quality. Using a descriptive qualitative approach, this study collects data through observation, interviews, and documentation. The findings reveal that low employee professionalism stems from limited participation in protocol training, weak work discipline, and ineffective communication in coordinating official events. To address these challenges, several strategic measures are proposed, including competency-based recruitment, continuous training programs, a performance-based reward system, and the enforcement of work discipline through an E-Kinerja-based evaluation policy. These findings have significant implications for enhancing public service effectiveness within local government institutions. Through qualitative research methods, the study highlights how the application facilitates structured performance evaluations, clear work targets, and improved discipline and welfare. Findings reveal that the E-Performance system enhances motivation by aligning job roles with employee competencies, although challenges such as mismatched employee placements persist. The research underscores the significance of digital transformation in governance to foster a motivated and effective workforce. The results showed that employee empowerment has been implemented through several dimensions: effectiveness, authority and responsibility, discipline, and initiative. Employees have carried out their assigned tasks, but their effectiveness is still not optimal. Although employees have been responsible in their duties, discipline in working hours still needs to be improved. In general, employees have not taken the initiative in carrying out tasks without direction. This study examines the execution of the Social Security Organizing Agency policy at Menggala Regional General Hospital, with a focus on its effectiveness in delivering excellent healthcare services. Using a qualitative descriptive research approach, data was collected through interviews, direct observations, and document analysis. The findings highlight several challenges in policy implementation, including inadequate medical personnel, infrastructure limitations, bureaucratic inefficiencies, and communication gaps. Despite these obstacles, the hospital has made significant efforts to improve service delivery, such as expanding facilities, streamlining administrative procedures, and increasing medical staff. The study underscores the need for continued policy enhancements, improved resource allocation, and strengthened coordination among stakeholders to optimize healthcare service quality. Using a qualitative research design with a descriptive analysis approach, data were collected through interviews with key informants from the Regional Tax and Retribution Service Agency and document analysis. The research highlights four critical factors: communication, disposition, human resources quality, and bureaucratic structure. Effective communication is essential for aligning leaders and employees, while the disposition of employees, influenced by their motivation and understanding of responsibilities, is key to successful implementation. The study also emphasizes the importance of skilled human resources, supported by training and education, in enhancing the effectiveness of tax collection. Additionally, the bureaucratic structure, with its centralized authority and structured processes, plays a crucial role in policy execution, though it may also present challenges in managing decision-making and information flow.
